This page is the credibility anchor. Every figure on the site links here, and every correction is logged in public.

METHODOLOGY

Six rules.

  1. Public records only. USAspending, ICE detention statistics, FEC filings, court dockets, company filings, and named-outlet reporting. No anonymous sourcing for a number.
  2. Every figure carries its source and as-of date. Hover or tap "source" anywhere on the site.
  3. Obligations are not revenue. The federal spending file counts incremental funding actions to the two parent companies by name; it excludes county pass-through agreements, BI Inc., and state contracts, so it understates the flow.
  4. Timing is not causation. The donations record establishes timing, scale, and concentration. The site does not allege that payments caused awards; it asks for an audit.
  5. Findings, not adjectives. Conditions are described from court orders, inspector reports, and congressional records. Names are used with dignity; family consent precedes any story or photo.
  6. Litigation postures are dated. Compiled September 1, 2026; check the docket before public use.
